Introduction

The minister-president uses a 30 × 30 cm federal flag with a black and red border and the coat of arms of the Saar on the whole. The minister[s?] use the same flag but with a gold fringe around the flag, dimensions 25 × 25 cm. The directors of some state (Land) authorities use the same flag but with a silver fringe, dimensions 20 × 30 cm. Only the minister-president actually uses its flag, and on very rare events. A regulation dated 19 December 1956 (Verordnung der Regierung des Saarlandes über die Führung von Dienstflaggen an Kraftfahrzeugen vom 19. Dezember 1956, Amtsblatt 1957, S. 14)established three different car flags.

The only remaining car flag —Standarte— in the new 2001 law is the one for Ministerpräsident —prime minister— and Landtagspräsident —President of the State Parliament—; two other car flags —probably long out of use, anyway— have been abandoned.

The flag of the Minister-Präsident is a yellow square with a black and red border and the arms in the middle. Flag adopted 10th September 1956.

This was basically the same as the current one. However, the illustration in the Amtsblatt showed no white border around the coat-of-arms. I do not know which variant —with or without white border— has been and is in use.

Car Flag for the Ministers

This was a square variant of the state's flag, dimensions 25 × 25 cm, with in the center the embroidered coat-of-arms, around the flag a golden cord.

Car Flag for the Heads of State Offices

This was a rectangular variant of the state's flag, dimensions 20 × 30 cm), in the center the embroidered coat-of-arms, around the flag a golden cord. This flag should be used by heads of state offices — who was actually entitled to use this flag was ordered by the prime minister, in agreement with the ministers.
